Despite the available feasibility study, the responsible forestry workers in the state of Vorarlberg are increasingly convinced that the Origin certification should not be implemented in the planned way even though it was approved by the responsible parties at the beginning of the project. Instead of the planned procedure, a type of regional seal of approval should be developed. Therein, the regional businesses commit to using regional timber. These businesses were named publicly and are willing to disclose the amount of their purchases and sales (sawmills, carpentry shops). In addition, the “Decision tool for Sustainable Planning” WP7.8 suggestion Liechtenstein should be intensively pursued and implemented. The forest owners association therefore decided to move the focal point in the direction of WP 7.8 |

Innovation Assistant: Currently 5 projects in Tyrol, Training course „Innovation management“ is running. (Tyrol), First contacts with SME’s to assess their needs thanks to the Innovation Assistance, development of a concept (Piemonte) Mobility and training of young professionals: The guild of Vorarlberg Wood Workers is preparing a training programme for the summer of 2007. Native Resources Certification: After a number of workshops, the first idea, namely, to keep an account of the amount of timber in the added value chain was deemed as not possible. Experts from the fields of forestry, sawing and wood processing took part in the discussions. In another discussion the second proposal was formulated: Chosen companies would make themselves transparent and would commit to mainly using local wood (95%) in production processes. A neutral organisation would check on them using the principle of contingency. This variation was also tossed out by the foresters. Right now the third variation is being worked on: regional contact point will be set up. Here the builder can get information regarding the possibility of using regional wood. If it comes to building construction, the client will receive a free service showing the origin and path of the wood up until the building is finished. Here, the client is also allowed to be present when the trees are being felled. The builder is informed about the course of the wood in the timber construction chain and receives a certificate once construction has been completed. |

After the work shops and the intensive discussions on the subject, a solution emerged and new approaches are agreed to. Aproaches: 1. “Ecological Evaluation of public buildings” (WP6) 2. Association of local wood, service unit “Timber Chain Service” (WP7) Description of Point 2: Certification of timber chain will take place on the basis of each project. If the builder demands it, the newly founded organisation will follow the chain of material starting from the felling of the trees to sawing the lumber and up to the finished house. The basis for this is the timber list made by the planner. This is the basis for the attested felling and the following processing. The “Organisation for Supervising the Timber Chain” is located within the Forest Owners Organisation. Every builder and planner can take advantage of this organisation free of charge. Processing is done by those firms that follow the guidelines for the regional timber construction chain. The names of these firms will be made public. The concept was decided upon by the actors and released for further elaborations. Completion and implementation will take place within the NENA time frame. |
After starting the project the experts came to the conclusion that a certification system, as it was foreseen, is not feasible, but there are other solutions which can solve the problems. The concept of “Ecological Evaluation of Public buildings” (see WP6) and the new concept of native Resource Certification, “Timber Chain Service” was born |

| 7.6 Process optimisation (Piemont) The ITACA Protocol for the assessment of the environmental sustainability of buildings will be enriched by a domotics evaluation method to be integrated in the “Quality of the service” assessment sheet. Within the NENA Project, Regione Piemonte has improved the already existing ITACA Protocol, by adding domotics to the evaluation topics. This new area of evaluation will probably be tested soon in regional social housing and new as well as restored buildings reaching a certain score related to environmental and social sustainability will get special public incentives. The work was done thanks to the support of some experts in house wiring and cabling, informatics and architecture who participated in 13 focus groups meetings during the whole project life. |
